It depends on the network, but usually 5-20% of an audience will add a
comment. Everyone else just reads them. When picking a tier keep this
in mind. You can always switch tiers if you need to accommodate more
Users are counted when they they log in to comment, basically when
they authenticate. When a user authenticates, the audience size
increases by one, and that is the new size of your audience going
forward (audiences are cumulative). Remember, you are never charged
when users just open and read comments.
